Issue while setting up Junction on local system.

While following the Initial Setup steps mentioned at
https://in-junction.readthedocs.io/en/latest/development/getting-started.html#initial-setup

$ python -m pip install pipx
$ pipx install nox
# *pipx install nox* raise an error pipx command not found

Hi,
On further following the setup steps, found out that we are using Django1.9 for Junction

1. We can update the Django to version 3, will be a good thing to do.
2. We should also add compatible Python version in the setup docs. In Django 1.9 case it is Python 2.7, 3.4, or 3.5.
